The Planning and Transportation Commission approved permits Monday for alcohol service at Sal's Pizzeria on Marguerite Parkway, the Marlin Bar Restaurant at The Shops at Mission Viejo and the Happylon Adventure Park on El Paseo, according to the city's meeting summary, which is not the official record until the commission approves its minutes. Each vote was unanimous. The state Department of Alcoholic Beverage Control (ABC) still issues the licenses.

The commission also approved two highway-facing signs for the Lucid car dealership at 28471 Marguerite Parkway.

What the commission approved

Sal's Pizzeria, 27680 Marguerite Parkway, Suite A. The commission adopted Resolution 2026-1557, approving a permit for a Type 41 (On-Sale Beer and Wine - Eating Place) license in the CN (Commercial Neighborhood) zone. The approval came with amendments to the resolution.

Tommy Bahama and Marlin Bar Restaurant, 555 The Shops at Mission Viejo, Suite 1050. Resolution 2026-1558 approves a permit for a Type 47 (On-Sale General Eating Place) license in the CR (Commercial Regional) zone. The commission amended condition 15 of the resolution.

Happylon Adventure Park, 25362 El Paseo. Resolution 2026-1559 approves a permit for an indoor entertainment center in the Mission Viejo Freeway Center, with a Type 41 (On-Sale Beer & Wine) license, in the CH (Commercial Highway) zone.

Lucid, 28471 Marguerite Parkway. Resolution 2026-1556 approves Special Sign Permit P-SSP2026-0002 for two 156-square foot, highway-facing wall signs at the approved dealership, in the CH zone.

Updates

Staff said the vacant Walgreens building will be occupied by O'Reilly Auto Parts. Simon Properties has submitted its application for the mall expansion sign program.

Staff also said three of the four projects on Monday's agenda would no longer need a public hearing if the City Council approves the proposed Economic Development Code updates. Vice Chairman Breton asked about the Indoor Entertainment Overlay in that package. The director confirmed it would take away the commission's authority to approve some entertainment uses, as well as ABC licenses for eating establishments.

Breton also asked that a camera be added to the fifth floor of the parking garage at The Shops at Mission Viejo.

The Traffic Committee met October 2 and discussed speed and traffic mitigation in the Pacific Hills neighborhood. The Design Review Committee did not meet.

Routine business

The commission approved the September 14, 2026, minutes with no changes, with Commissioner Lausten abstaining. It received and filed the status report on commission matters and appointed Lausten to the Design Review Committee. No one spoke during public comments.

The meeting: Chairman Brewer adjourned the meeting at 8:10 p.m. The commission next meets Monday, November 9, 2026, at City Hall, 200 Civic Center.
